About Bill Cook

I have 35 years of experience in data security and privacy counseling. I have handled over 52 computer intrusion cases in the past two years. My data privacy and security counseling help clients and their directors prepare for a wide range of malware attacks including ransomware, government-sponsored espionage, and trade secret theft. I have provided guidance for the financial, defense contractors, energy, healthcare, information, insurance, retail, utilities, telecommunications, and transportation industries. I help clients respond to a broad range of federal, state and international security and privacy laws and standards. As an IP litigator, I have tried 85 cases, including trade secret, patent, copyright, data privacy matters. I have served as a federal court-appointed receiver for an FTC call-sell investigation in Chicago, testified as an expert before the US Congress and the FCC and have been recognized as a "Leader in the Field" by Chambers USA and Global. I also advise clients and try cases involving export and import State and Commerce Department regulations. I am on the Steering Committee of the Chicago Electronic Crimes Task Force. Prior to entering into private practice, I served as an assistant U.S. attorney in Chicago, serving for 14 years in the Special Prosecutions Unit. I tried 85 cases as a prosecutor and in private practice. While with the DOJ I headed the Computer Fraud & Abuse Task Force in Chicago and served as the Counter-Terrorism and Counter-Espionage Coordinator in Chicago. I served in the U.S. Army Infantry. As an Airborne Ranger, I was deployed as a combat infantry platoon leader with the 25th Infantry Division in the Republic of South Vietnam. As a result of my service, I was awarded the Combat Infantry Badge, three Bronze Stars (for combat leadership), two Purple Hearts (for wounds received in combat), two Army Commendation Medals and the Vietnamese Cross of Gallantry.
