About Bill Pierce

I am Client Rights Specialist and Americans with Disabilities Act (ADA) Title II Coordinator at the Connecticut Department of Mental Health and Addiction Services (DMHAS) Office of the Commissioner. As Client Rights Specialist I help DMHAS state operated and contracted providers understand people's rights and address people's complaints. I oversee the implementation of the DMHAS Client Grievance Procedure for both DMHAS facilities and some 125 contracted providers of direct and mental health services. As the DMHAS ADA Title II Coordinator, I help DMHAS programs comply with Title II of the ADA and address complaints from qualified persons with disabilities. I am a trained Diversity Equity and Inclusion facilitator and a Wellness Resiliency Acton Plan (WRAP) group facilitator. I am on the Board of Directors for the ADA Coalition of Connecticut (ADACC). Prior to coming to DMHAS I was an advocate for Connecticut's Protection and Advocacy System. Along with my BA in Public Administration, I was trained as a paralegal. I am a certified ADA Coordinator through the ADA Coordinator Training Certification Program (ACTCP) and the ADA Coalition of Connecticut (ADACC).
