About Bill Templin
I worked 3 summers as a "Recreation Technician" for the USFS, Sierra National Forest, Huntington and Edison Lakes, while pursuing my BS in Natural Resources at Humboldt State University from 1970 to 1974. My career in water resources began as a Hydrologic Technician with the US Geological Survey's Merced Field office in 1974, transferring to the Sacramento Subdistrict Headquarters and then District Office in 1977 where I became a Hydrologist. I obtained a Masters in Public Administration in 1982, attending classes at night at CSU Sacramento while I worked full time for the USGS during the day. I wrote reports that were sometimes statewide in scope and were sometimes were area-specific throughout California on Ground Water, Surface Water, Water Quality and Water Use topics. I retired in 2003 with 30 years of federal service and 20 years as the USGS' California Water Use Specialist. I was the Watershed Coordinator for the "American River Watershed Group" for the North and Middle Fork American River Watersheds from 2004 to 2007, working on a grant administered by the Placer County Resource Conservation District. My California State Government career began in Oct. 2007 with the Central Valley Regional Water Quality Control Board, working on the San Joaquin River Salt and Boron TMDLs. When notified of General Funded positions being cut I transferred to the California Department of Water Resources where I worked on Delta Issues until retiring on Aug. I'm currently considering consulting opportunities and expanding my involvement on Boards of Directors of several non-profits, including: Friends of the South Fork Kings River, Sacramento Area Creeks Council, Upper American River Foundation, and the Sac-Sierra Trout Unlimited. My Specialties Include: Hydrology, water supply/use/demand issues, water quality, fisheries, Sacramento-San Joaquin Delta, coordination, website content management, and QA/QC.
