About Billy Gipson

As a highly skilled public administrator and the former Constable of Dallas County Precinct 2, in my leadership, I held 20 community events to bridge the gap between law enforcement and the community to better the relationship in which we served the citizens. As the Precinct 2 Constable, I also expanded the office's diversity by promoting the first female chief deputy in the precinct. I stayed committed to the promise to expand diversity, which increased by 40%. I committed to raising the precinct's morale by promoting from within to increase trust, commitment, and unity in the precinct.Throughout my career, I have continued to serve my country in the Army Reserves as a Senior non-commissioned officer. In 2024, I graduated from The NCO Leadership Center of Excellence and Sergeants Major Academy, where I was promoted to Sergeant Major. As Sergeant Major in the 300th Sustainment Brigade, I plan, coordinate, synchronize, monitor, and control Logistics Operations. In addition, I coordinate Host Nation Support (HNS) and contracting and provide support to joint, interagency, and multinational forces as directed.As the Dallas County Homeland Security and Emergency Management critical infrastructure chief, I coordinate with external stakeholders, such as transportation, hospitals, water, and energy personnel, to mitigate and prevent domestic and foreign attacks on our national security in Dallas County.
