About Bob Iddins

I have over 26 years of experience providing support to many diverse communities including the Department of Homeland Security (DHS), United States Coast Guard (USCG), Transportation Security Administration (TSA) and the Bureau of Safety and Environmental Enforcement (BSEE). As a Subject Matter Expert (SME) for ABS Consulting, I have provided support to the USCG and BSEE in the development of training curriculum's and in coordinating activities for technical regulatory analyses studies and development. I have provided expert in-depth analysis of historical, current, and predictive business analytics in direct support to the U.S. Coast Guard (USCG). I have developed a comprehensive technical training curriculum for the USCG and TSA Transportation Worker Identification Credential (TWIC) enforcement program. I have developed recommendations for the improvement of BSEE’s regulations and supported the development and updating of several offshore regulatory rules. I am also a Root Cause Analysis (RCA) instructor and have delivered RCA training to U.S. and Canadian clients as well as participated in several RCA accident investigations in the U.S. and Mexico at chemical facilities and on offshore platforms. I have been working with the Towing Vessel Safety program and become a subject matter expert in the new Towing Vessel Safety Regulations 46 CFR (Sub-chapter M). I am intimately familiarly with the Towing Vessel Safety Management System (TSMS) and the requirements for companies seeking either the Coast Guard option for compliance or the Third Party option either through a classification society or third party consulting organization to include TSMS audit requirements and surveys as well as development of a TSMS program. I am also very familiar with the American Waterways Operators (AWO) Responsible Carrier Program (RCP) and its requirement for the towing industry and has developed RCP training programs and TSMS instruction procedures and checklists for ABS.
