About Bob Palestrant

Bob Palestrant is a nationally recognized leader in emergency management, homeland security, and crisis response, with over 45 years of distinguished service. His career spans roles as a registered nurse, firefighter/paramedic, emergency manager, and homeland security specialist. As Director of the Office of Emergency Management and Homeland Security for Miami-Dade County, Florida, Bob coordinated complex multi-agency responses to disasters and major emergencies. He also collaborated nationally with Emergency Managers from the 11 largest U.S. cities and the Council for Excellence in Government to advance disaster preparedness strategies across the country. At Miami-Dade Fire Rescue, Bob served as the first Chief of the Domestic Preparedness Division, creating and leading the Terrorism Response Bureau and overseeing homeland security operations for major pre-planned events, including Super Bowls XLI and XLIV. He also coordinated the Southeast Florida Fusion Center’s Terrorism Liaison Officer Program and contributed to numerous state, regional, and national homeland security initiatives. Throughout his career, Bob has led operations during major hurricanes, mass casualty incidents, aviation disasters, and mass shootings. As a member of Florida Task Force 1 Urban Search and Rescue, he was deployed to several national emergencies, including the World Trade Center attack on 9/11. Bob’s expertise has been featured in national media, including the television series Without Warning, and he is a sought-after speaker at conferences worldwide. His achievements have earned numerous honors from agencies such as the U.S. Secret Service, the Southeast Florida Regional Domestic Security Task Force, and the Miami-Dade Police Special Weapons and Tactics team. In 2021, he was named State Homeland Security Person of the Year by Homeland Security Today. Bob holds a Master’s degree (cum laude) in Homeland Security from American Military University and is a Certified Emergency Manager (CEM) through the International Association of Emergency Managers (IAEM).
