About Bowen Garrett
A. Bowen Garrett, Ph.D, is an economist and senior fellow in the Health Policy Center at the Urban Institute. His research focuses on health reform and health policy topics, combining rigorous quantitative methods and economic analysis with an understanding of the policy landscape to better inform policy making. He leads development and application of the Medicare Policy Simulation Model (MCARE-SIM) to estimate the effects of Medicare policy reforms. He previously led the development of the Health Insurance Policy Simulation Model (HIPSM) used to estimate the likely effects of the Affordable Care Act (ACA) and other health reform proposals. His research has examined effects of the ACA on labor markets, Medicare’s prospective payment systems, and health insurance markets. His current work focuses on Medicare sustainability and Medicare Advantage. His work has been cited or featured in the Atlantic, the Economist, National Public Radio, the Wall Street Journal, the Washington Post, and the White House Blog. Previously, Dr. Garrett was chief economist of the Center for US Health System Reform and McKinsey Advanced Health Analytics at McKinsey & Company (2010-2013), where he provided expert advice, economic/statistical modeling, and client service relating to health reform and health care. He is a research associate in the Info-Metrics Institute at American University and has taught quantitative methods and economic statistics at Georgetown University. He was a post-doctoral research fellow in the Robert Wood Johnson Foundation’s Scholars in Health Policy Research Program at the University of California, Berkeley (1996-1998), and received his Ph.D. in economics from Columbia University in 1996.
