Mr. Eastty is a Natural Resources Specialist on the NAVFAC Conservation and Planning Team. As a NAVFAC employee, he provides environmental management for several Department of Defense installations in the southwest, and supports land planning, natural resources, special status species, and permitting functions. His duties include project and contract management; overall compliance for project biological mitigation measures; direct communication with regulatory and resource agencies; management/oversight of biological studies, conservation, and habitat restoration. Mr. Eastty manages tasks related to ESA, NEPA/CEQA, and the CWA, and subject to regulatory agency oversight; including Section 404/401 permitting, management plans, survey reports, biological and environmental assessments, and environmental impact statements. He works individually and with NAVFAC contractors to plan and entitle proposed facilities, and assures project-level compliance with statutory and regulatory requirements for protected resources. Mr. Eastty has more than 17 years’ experience working on applied environmental problems. His project and team management experience includes mitigation and restoration projects, construction projects, environmental studies and analyses, and preparation and review of technical documents. He has completed projects submitted to agencies including Federal (USACE, USFWS, DoD, USFS, BLM, NPS, BIA, DHS), State (CDFW, RWQCB/SWRCB, CPUC), County, and other organizations.
