The Office of the Budget (OB) oversees the financial operations and spending related to Pennsylvania’s $60+ billion annual state budget. I lead the Office of the Budget's in-house legal team. We advise OB on all aspects of Pennsylvania’s financial operations and spending, its relationships with federal and independent state agencies, and its internal operations, and represent OB before federal and state courts and administrative agencies. My practice areas include: STATUTES AND REGULATIONS. Analyze and interpret Pennsylvania state and federal statutes and regulations relating to Commonwealth agency operations, focusing on state and federal budgetary and fiscal laws and regulations. Draft Pennsylvania statutes and regulations. TRANSACTIONS. Negotiate, draft, and apply commercial and intergovernmental contracts and other agreements. EMPLOYMENT LAW. Advise OB as an employer, and represent OB against current and former employees in actions before Pennsylvania State Civil Service Commission, the Pennsylvania Human Relations Commission, and Unemployment Compensation referees. Includes advising OB on federal, Pennsylvania state, and local tax matters arising from employment. ACCOUNTING AND AUDITING. Advise OB on Generally Accepted Accounting Practices (GAAP) issues, federal Single Audit issues, and on other financial and performance audit matters; advise and represent OB in federal and state audit resolution negotiations and proceedings. LITIGATION. Represent OB in lawsuits and administrative appeals filed with the Pennsylvania Supreme Court, the Commonwealth Court of Pennsylvania, federal courts, federal and state administrative tribunals. Admitted to practice in Pennsylvania, and before the U.S. Court of Appeals for The Third Circuit, and the U.S. District Court for the Middle District of Pennsylvania.Specialties: Pennsylvania state Administrative and Fiscal Codes, Pennsylvania Constitution (fiscal, tax, and debt provisions).
