About Bruce McMullen

Bruce McMullen is the Managing Shareholder of Baker Donelson’s Memphis office. His practice focuses on class action defense, healthcare litigation, municipal law (including Section 1983 matters), and commercial litigation. He is a Fellow of the American College of Trial Lawyers and has been recognized in The Best Lawyers in America® since 2013 and Super Lawyers since 2012. Mr. McMullen holds an AV® Preeminent™ Peer Review Rating from Martindale-Hubbell. He has extensive experience in insurance coverage and bad faith actions, medical malpractice defense, breach of contract, and premises liability defense. His clients include hospitals, healthcare facilities, hotels, municipalities, and national insurance carriers. Mr. McMullen has tried more than 25 jury trials in state and federal courts across Tennessee and Arkansas and has authored and argued several appellate briefs before the Tennessee Court of Appeals and the U.S. Court of Appeals for the Sixth Circuit. Mr. McMullen also has broad experience representing governmental entities in state and federal constitutional claims, including matters arising under 42 U.S.C. § 1983, as well as First Amendment and civil rights issues. He regularly advises public entities on compliance, enforcement, and litigation related to consent decrees. From January 1, 2016, through December 31, 2019, Mr. McMullen served a four-year term as Chief Legal Officer for the City of Memphis while continuing his practice at Baker Donelson. In this role, he oversaw legal matters involving government contracts, Minority and Women Business Enterprise (MWBE) requirements, disaster recovery contracting, DHS–OIG investigations, FEMA funding appeals, Confederate monument removal, and internal investigations.
