Currently practicing in the Office of General Counsel at the Federal Communications Commission, she also has practiced at big and boutique law firms, a local Attorney General Office, and the Securities Exchange Commission. While in private practice, Candis represented Fortune 100 financial companies, pharmaceutical companies, a small home healthcare company, and individuals. Candis has: • Counseled clients on government contracts for healthcare services, professional services, and technology. Advised on contract negotiations, bid process and solicitations for projects with a total value up to $1 billion. • Defended clients against bid protests, advised on debriefings, handled contractor disputes and claims. • Prepared and conducted training for contracting professionals and drafted practice guide materials on government contracts topics. • Represented private sector, as well as federal and local government clients, in employment litigation before federal and state courts, EEOC and state administrative agencies, and FINRA arbitration panels. •Advised clients on compliance with labor and employment laws. • Served on regulatory enforcement defense teams—including representation of witnesses and potential subjects of SROs, FINRA, SEC, DOJ investigations—and worked on challenges to government investigations, enforcement actions, and subpoenas. • Represented financial companies and individuals in FINRA arbitrations and mediations. • Partnered with commercial transactions lawyers on privacy, data privacy, data security, and cybersecurity provisions of contracts. • Represented clients in sophisticated regulatory compliance and financial services litigation, including defense against a $388 million FDIC enforcement action claiming fraud after collapse of the RMBS-market.
