About Carl E. Hackney

Carl E. Hackney is a finance executive based in the Bay Area with extensive national experience in strategy, operations, marketing, and management. As an executive, Carl has developed relationships and projects in both the private sector and the federal government, including the Department of Defense (all branches), Department of Energy, General Services Administration, Agency for International Development and the National Security Agency. Carl has negotiated numerous multimillion dollar contracts with state and local government entities. Carl's industry expertise encompasses energy, entertainment, engineering, construction, health care and communications. Carl specializes in mergers and acquisitions, contract negotiation, and project management. He has served as the CEO and CFO of several midsized companies and has held extensive P and L responsibility. Carl is equally dedicated to public service, philanthropy, and the struggle for equal access to opportunity. He served as an Advisory Board member of the US Department of Veteran's Affairs from 2001 to 2013. In 2013, Carl became a board member of Bay Area Blacks in Philanthropy (BABIP), a network of philanthropists, non-profit organizations and individuals working collaboratively to empower the African-American community. In 2012, BABIP recognized Carl for his personal philanthropy with an award presented by Emmett Carson, CEO of the Silicon Valley Community Foundation. Carl is the past Chairman and an active member of 100 Black Men of the Bay Area. Carl serves on the board of Centerforce, a multi service organization with a major focus on workforce transition of formerly incarcerated individuals and the chronically unemployed and underemployed. Carl has served on numerous other non-profit boards.
