About Carlos Bosque

Legal Counsel with over 14 years of experience working at the intersection of policy, law, and financial regulation. I currently serve as Legal Counsel at the European Investment Bank (EIB Group), where I advise on EU regulatory frameworks and new financial developments, climate finance and sustainability, the implementation of impact finance financial instruments, international governance, corporate and institutional legal matters. I lead legal reviews for supervisory processes (SREP), structure cross-border financial instruments, and act as focal point for regulatory implementation aligned with BCBS, IMF, ECB, and EBA standards and policy developments. Prior to EIB, I advised at Banco de España on banking supervision and enforcement under the EU’s Single Supervisory Mechanism and served as Senior Associate at Uría Menéndez Abogados, focusing on business law matters across Europe and Latin America. I hold a PhD in Banking Supervision and EU Law (Summa Cum Laude) from the University Carlos of Madrid and teach banking and financial law at UC3M. My academic work includes publications with leading publishers and think tanks. I am a Fellow of the European Banking Institute (EBI) and regularly instruct on ESG regulation, financial technologies developments and competition. Passionate about sustainable finance, public-private collaboration and development, institutional and public international law, comparative public-private legal frameworks and Fintech and cryptoassets.
