About Carmelo Formosa

After working experiences with the Central Bank of Malta and the Department of Contracts, Charles graduated with honours in Public Administration in 1990. In 1988, he joined the Budget Office at the Ministry of Finance where he worked very closely with various Permanent Secretaries and Ministers in the drawing up of the yearly Government Financial Estimates and the drafting of Budget Speeches. Charles jointly set up the Research and International Organisations Division where he was responsible for the compilation on a yearly basis of the Government Finance Statistics Yearbook (IMF) and the National Debt Reports (World Bank). He was later selected by the IMF to represent Malta and participate in an eight-week attachment on Government Finance Statistics at the IMF Institute Washington, USA in 1992. Charles then moved to the Corporate Services Department where he held various headship positions. In 2008, he was appointed Head, Inspectorate Unit within the Cabinet Office. Charles was subsequently appointed Assistant Director – Human Resources at the Ministry of Finance and was also responsible to manage the IT Vote of the Ministry. After reading for an MBA in Strategic Management at the Maastricht School of Management, he moved to the then MITTS Ltd in 2001 as Corporate Strategist. During the period 2005 – 2008, Charles was called back to the Ministry of Finance to assist as a technical expert in the setting up of the Public-Private Partnerships Unit. In 2005, he completed the Partnerships UK Foundation Master Class course in London. Charles also served as Director of the Grand Harbour Regeneration Corporation between 2007 – 2008.
