Background

About Carrie Schell

I am an experienced business and land management professional with a proven record of right-of-way acquisition, contract negotiation, and regulatory compliance in the telecommunications industry. In my role as a Right-of-Way Specialist with Golden West Telecommunications, I lead the management of land rights, oversee complex agreements, and drive infrastructure projects that support long-term operational growth and community connectivity. My career began in accounting, where I built a solid foundation in budgeting, financial oversight, and cost control—expertise that continues to guide my strategic approach to project planning and risk management. I excel in negotiating agreements, resolving challenges, and cultivating productive relationships with landowners, stakeholders, and regulatory agencies to deliver results on time and within budget. In addition to my professional responsibilities, I serve as a School Board Member for Wall School District 51-5, Treasurer and First Responder for the Wasta Volunteer Fire Department, serve as a Representative for Eastern Pennington County on the Pennington County Fire Service Board, and serve as Treasurer for Wasta II Township. These leadership roles reflect my commitment to effective governance, fiscal accountability, and community advancement. I hold both a Bachelor’s in Business Administration and a Master of Business Administration (MBA) from Chadron State College, combining advanced education with hands-on experience to deliver measurable results in finance, operations, and organizational leadership.
