About Cath Mulcare

Cath's experience brings together policy, financial management, investigations, regulatory affairs, governance, strategic planning and risk management. Having enjoyed a diverse career across various industries and organisations, Cath returned to Deloitte to bring her knowledge and experience to a role in Public Policy. After her position as Regulatory Affairs Partner at KPMG, Cath moved into the role of Chief Financial and Operations Officer at Melbourne Storm to restore credibility and confidence after the salary cap scandal. After the finalisation of the various investigations and improvements to governance and risk systems Cath was appointed CFO at Defence Health bringing together her audit, financial reporting, governance and risk experience. With the separation of responsibilities for finance and risk Cath was appointed as CRO to develop and embed a Risk Management Framework which would enhance the strategic planning process and add value to DHL while meeting the requirements of APRA. To really mix things up Cath was appointed to the CRO role at the Australian Taxation Office for 6 months to lead the second line function and oversee the review of the Enterprise Risk Management. This role led to her own advisory business with many and varied clients including VicRoads, VMIA, Medibank Private, NIB and Solterbeck Events. Cath is currently a Director of Project Rockit Foundation. Cath's career started at Deloitte in Audit progressing to Manager. While predominantly audit she had the opportunity to work in L&D and as the business representative on major IT projects and Litigation Support. Cath started her own company in learning and development with a business partner which brought together strong accounting and audit technical skills and communication and coaching. The primary focus of the L&D programs were to support candidates through the Chartered Accountants Professional Program. The initial move to public policy started at Arthur Andersen followed by the opportunity at CPA Australia as Director Public Policy which coincided with post Enron regulatory environment including CLERP 9, adoption of IFRS, and appointments to ASX Corporate Governance Council and the Accounting Professional and Ethical Standards Board. Cath has also recently enjoyed an "adult gap year" which enabled her to add hospitality, cleaning, fruit picking and receptionist to her CV - nothing like front line work to learn about the current public policy challenges.
