About Cathy Oxby

Using the skills and experience gained in the infrastructure and renewables fields over the past 20 years, my energies are now fully focussed on successfully deploying and expanding GreenCo's business operations in the Southern African Development Community. GreenCo’s primary goal is to address offtaker creditworthiness concerns and increase generation and growth of Africa’s renewable energy markets. As a creditworthy intermediary offtaker and energy trader, GreenCo is able to diversify and mitigate risk by taking a regional portfolio approach, thereby attracting investment in renewable energy generation at lower cost and with less reliance on government support. GreenCo is headquartered in Zambia and is the first non-asset-owning member of the Southern African Power Pool. It also has operating companies in South Africa, Namibia and Zimbabwe. Its activities align with the ongoing regulatory changes in the African energy sector to promote green growth and target greater regional integration. For further details see In my role at GreenCo, I am regularly involved in policy level discussions around the regulatory changes needed to accelerate the energy transition, including leading the private sector workstream of the EU's High Level Platform for Sustainable Energy Investment. I also serve as a peer reviewer for the International Energy Agency's leading publication, the Africa Energy Outlook Prior to Africa GreenCo, I set up my own consultancy, Infraspective Ltd, to help developers, investors and project companies deliver well-structured and efficiently run investments by assisting them through all stages of project development, implementation and operation. This is currently dormant while I focus on Africa GreenCo. i also acted a consultant for the World Bank in advising national governments on policy issues relating to energy and infrastructure development and also lead the private sector work stream of the UNECE Project Group responsible for developing global standards for variable renewable energy projects in developing countries and economies in transition.
