Ceasar owns and operates the Ceasar I. Elpidio Insurance LLC, specializing in medicare health plans, medicare supplements, and life insurance products since 2011. Previously, Ceasar was a Farmers Insurance Agency owner/broker from 2002 to 2011. He concurrently facilitates HRM, management, and leadership classes for the School of Business of the University of Phoenix in Las Vegas, NV. He has been a Lead Faculty/Associate Faculty for the University of Phoenix since 1991. Ceasar holds a SHRM-Senior Certified Professional (SHRM-SCP) designation from the Society for Human Resource Management and also held a Senior Professional in Human Resources (SPHR) designation from HRCI. He completed his Bachelor’s degree from Saint Louis University in Baguio City, Philippines, his MA in HRM and OD from Pepperdine University, Malibu, CA, and his MBA from National University, San Diego, CA. Prior to relocating and starting his own business in Las Vegas in 2001, Ceasar was a corporate HR training and OD manager and consultant for Toshiba America in Irvine, CA, Southern California Edison in Rosemead, CA, and Boeing (formerly Rockwell) in Anaheim, CA from 1981 to 2001. He is a Vietnam War and Desert Storm veteran. He joined the U. S. Navy after completing his BS degree in 1974 and was later commissioned in 1986 as a Lieutenant Junior Grade in the Medical Service Corps, U. S. Naval Reserve. He was recalled to active duty during the 1991 Desert Shield/Storm as a medical regulator and patient affairs officer for the Pacific region. His varied assignments included VQ3 in Guam, VAW-116 in San Diego deployed aboard USS Nimitz (CVN 68) and USS Forrestal (CVA 59), Naval Hospitals Camp Pendleton and San Diego, Submarine Base San Diego, 4th Marine Division, 223rd Infantry, Co "Golf" as Commanding Officer, and as key team member of National Disaster Medical System 319. Ceasar retired in as a Lieutenant Commander after almost 23 years of combined active and reserve service.
