Cecil Whitlock has more than 35 years of successful project, program, quality control and business management experience in the construction and environmental industries with a specialization in the federal government market. Mr. Whitlock's experience spans design-build, renovation, restoration, and modernization, as well as fuels/POL and environmental remediation work. Mr. Whitlock brings an in-depth knowledge of construction management combined with tactical and strategic business understanding to every project he manages. Mr. Whitlock is a hands-on manager with proven experience and capability developing projects from identification, development and closing on projects. He has the ability to identify new markets and find projects which translate the opportunities into revenue and new business. Mr. Whitlock is a results oriented manager with a history of revenue growth and long term contract acquisition. He has managed operations of small, medium, and large businesses and has been instrumental in the successful award and performance of more than 200 projects, totaling over $300M. Mr. Whitlock has managed projects for various government agencies such as the GSA Washington DC, USACE Nashville, Savanah, Mobile, Jacksonville, NAVFAC Southeast Jacksonville and Pensacola, VA, Tampa and BIA Washington DC. As a project manager, Mr. Whitlock, is part of the building process from the very beginning, working closely with architects and engineers to review plans and blueprints, developing and maintaining the project schedule and quality control to ensure projects are completed on time delivering a quality product for the client and within budget, preparing cost estimates, negotiating with and hiring subcontractors, scheduling and coordinating subcontractor activities, troubleshooting on site issues, gathering permits and complying with building and safety codes and other federal regulations, meeting with clients and stakeholders and ensuring the project’s goals are achieved.
