Having served in both the public and private sectors for more than 30 years, Celeste is an experienced leader, team builder, innovator, strategic thinker, and respected executive manager with exceptional interpersonal and communication skills. She has in-depth knowledge and expertise in stakeholder and community partnerships, strategic visioning, land use and growth management planning, comprehensive and master planning, redevelopment/renewal and urban design, and compatibility planning. She has successfully executed projects for municipal, state, and federal clients, as well as for all branches of the military, and has helped craft planning policy and legislation at local, state, and federal levels. Celeste is a nationally recognized public facilitator with a focus on conflict resolution, collaboration, and consensus building as key to the successful implementation of planning strategies and solutions. She has directed multiple projects that have been awarded Outstanding Collaborative Project by the American Planning Association’s Federal Planning Division. Celeste is committed to helping America’s defense communities at home and abroad through compatible land use planning that simultaneously supports vital operations at military installations and sustainable development in nearby communities. She is proud to support our military missions and military readiness through compatibility planning and has also been involved in BRAC efforts that increase the efficiency of our defense capabilities. She sits on the board of the Association of Defense Communities and the executive committee of the American Planning Association’s Federal Planning Division.
