Celestine is an Information Technology Executive with expertise in leveraging information technology digital services and modernization for business process improvement. Over her 10-year career with the Executive Office of the President, she has held several leadership positions. She is currently the Chief Information Officer for the Office of United States Trade Representative. She has a track record of delivering high quality digital services to stakeholders in accomplishing the agency’s strategic mission. Celestine is recognized as a collaborator that engages partners within the organization and with other colleagues in the industry to achieve mutual success. In 2017, 2018, 2020, Celestine was awarded the Department's highest honor in recognition of extraordinary commitment, service, and contribution, and the Distinguished Service Award for outstanding leadership in developing and directing creative solutions which accomplished extraordinary results for USTR. Celestine oversees the people, processes and technologies within USTR to ensure she delivers outcomes that support the goals of the Presidential administration.
