About Cesar Horqque

I’m a Structured Finance expert, now responsible for the SF European team for ARC ratings. ARC Ratings specializes in credit ratings within structured finance, financial institutions and corporates. It’s a global rating agency with ECAI, FCA and ESMA accreditation. We are market leaders in NPL securitization ratings among others. Within those sectors, ARC Ratings specializes in niche, esoteric asset classes in Asset-Backed Securities (ABS), Residential Mortgage-Backed Securities (RMBS), Non-Performing Loans (NPLs), Significant Risk Transfer (SRT), and Credit-Linked Notes, including Rated Feeders. We also specialize in private credit, infrastructure debt and real estate debt. Prior to ARC Ratings, I worked for ACRA and Moody’s where I gained experience not only within the structured finance world but also project finance and infrastructure in developed and developing economies. When I’m not working for ARC I like playing the guitar, piano and whatever musical instrument I can put my hands on so I have also built a decent audience in some other social networks.
