About Cesar Queiroz
Cesar Queiroz, former World Bank Highways Adviser, has been a consultant on roads and transport infrastructure with the WB, IADB, EBRD, ADB, MCC and other institutions. His main expertise is in performance-based contracts (PBC/OPBRC), road maintenance, financing, management and development, good governance, research, and training. Between 1986 and 2006, he held several positions with the World Bank, including Highways Adviser, Lead Highway Engineer, and Principal Highway Engineer. Prior to joining the WB, Cesar was the Deputy Director of the Brazilian Road Research Institute in Rio de Janeiro, Brazil. He holds a Ph.D. in civil engineering from the University of Texas, USA, an M.Sc. in production engineering from the Federal University of Rio de Janeiro, and a B.Sc. in civil engineering from the Federal University of Juiz de Fora, Brazil. Cesar has published two books and more than 150 papers and articles. His professional experience spans more than 60 countries. He has lectured worldwide on and road management and financing, including at the Brazilian National Department of Transport Infrastructure, George Washington University, University of Birmingham (UK), and the International Law Institute (Washington, D.C.). He has been a guest speaker or lecturer at events organized by several institutions, including the International Road Federation (IRF), International Bridge, Tunnel and Turnpike Association (IBTTA), United Nations Economic Commission for Europe (UNECE), Moscow State Technical University (MADI), Sverdlovsk Region (Yekaterinburg, Russia), Dalian University of Technology (China), University of Medellin (Colombia), University of Birmingham (UK), Tanzania Road Association (TARA). Cesar has served on Ph.D. examination committees in Brazil, United States, Canada, S. Africa, Spain, Botswana, Serbia and Finland. He has lectured and advised governments on OPBRC, and roads project preparation/implementation in Africa, Latin America and the Caribbean, Europe, Asia, North America, and Middle East. Recent courses taught include Financial and Risk Analysis” and “Project Preparation to Bridge the Infrastructure Gap” at the International Law Institute, Washington, D.C. He was the main investigator in the development of the World Bank/PPIAF “Toolkit for in Roads and Highways.” He is a member of ASCE, T & DI and TRB. He currently serves as advisor to the Board of Directors of the International Road Federation, Geneva, and is a Senior Fellow with the Center for Infrastructure Public-Private Partnership Policy at George Mason University.
