About Changling Luo

Changling Luo is currently working as Manager of Project Engineering in Transmission Project Delivery department in AESO, known as the ISO of Alberta power pool. His team is fully in charge of Function Specification and Project Data Update Package of all transmission capital projects in the province. The deliverables are critical for external filing for infrastructure building approval by AUC and also internal modeling use in both planning studies and real time operation. Changling has also rotated in different positions within EMS team in Operations. He led EMS modeling & UI to build EMS database and displays according to the system changes. The quality of work is critical to real time operation for system controllers and advanced EMS applications for EMS engineers. Prior to it, he led Operations Simulation team to deliver system controller training on simulation. The deliverable includes Alberta's Provincial System Restoration Drill for all market participants in Alberta. This training is awarded by NERC as one of best such training in North America. Changling had worked for engineering software vendor before moving to utilities. He led electrical engineering team to develop a full electrical library of real-time simulation software from Dynamic to transient models to power flow solutions. Additionally, his academic research experience is an invaluable asset. He worked with Prof Boon-Teck Ooi life fellow) at McGill University to conduct a research on the impact of large scale of wind power on power systems and hardware experiments on FACTS. He has been publishing several Journal papers. Changling has over 10 years extensive experience in power industry including real time operations, electricity market, operation procedures, engineering and project management. Changling is currently holding MBA with the Alberta/Haskayne Executive MBA Program, P.Eng with APEGGA, NERC Reliability Operation Certificate and Project Management Certificate.
