Charles Briefel is working as Senior Policy Officer for Rule of Law/Head of Policy at the United Nations, Office of Rule of Law and Security Institutions in the Department of Peace Operations (New York). His work has involved him in the articulation of UN rule of law policy and best practices, overseeing and supporting the rule of law work of UN peace operations, including the planning and assessment of peace operations in Afghanistan, Somalia, Mali, South Sudan, Libya, Democratic Republic of Congo, Darfur, Liberia and Timor-Leste. His work has involved a strong focus on combatting impunity and strengthening criminal accountability for international crimes. He has also been overseeing the Department's rule of law work on anti-corruption, the development of 'UN Common Positions' on corruption and incarceration, and guidance on the use of rule of law indicators. He has several years’ international experience at the senior management level for the UN, OSCE, and the EU, working in the field of rule of law and human rights. Previously, from 2005 to 2007, he worked in Afghanistan as Chief of Judicial Affairs for the United Nations. In early 2007, he was deployed by the UN to Timor-Leste to set up the Mission’s rule of law section. In late 2007, he was Team Leader for the design and inception phase of the European Commission funded Justice Sector Reform Project in Afghanistan. Between 2001 and 2005, he was Deputy Director of OSCE’s Human Rights and Rule of Law Department in Bosnia and Herzegovina, based in Sarajevo. He has also worked as a consultant for the International Commission of Jurists in Malaysia. Charles is from the UK and also has fifteen years professional experience based in London as a trial barrister in the field of criminal law and human rights.
