About Charles Fenner

I have over 30 years of combined experience in city management, city planning, economic development, real estate brokerage, budget development and finance. Knowledge in water utilities planning, CIP, TIF’s, PID’s, etc. program development, funding (allocation), human resources, consulting, and small business management. I have also been a City Councilman, political advisor, and small business owner. I have brokered and managed real estate transactions for 30 years. • As a City Manager, Assistant City Manager, and Broker Consultant, I have created and managed multiple city budgets ranging from 5 million to 70 million; managed a 300 million capital improvement plan along with 25 million dollar grant projects through partnerships with TXDOT, Council of Government, County Commissioners. • Managed over 200 employees. • Multi-Million-dollar downtown revitalization – Managed 100’s of Development Agreements, purchased property, created partnerships. • My first Developers Agreements was in 2001 with SPLASH KINGDOM WATERPARK - Canton, Tx • I have combined two organizations (City of Balch Springs and DCWD#6). • Economic Development project along Interstate 20 and Beltline – land assemblage, intercoastal waterway studies, partnerships, site planning, resulting in 380/PD/DA - 380 agreements with the Planned Development District Overlay and the Developers Agreement. • I have managed over 8 Comprehensive Plan updates to include economic development strategies; • I have written subdivision ordinances, master thoroughfare plans, managed water/sewer impact fee ordinances /plans, master park plans, etc. • As far back as 1997, I wrote a Planning and Development Quick guide for the City of Kerrville, Texas. This book was designed to create a fundamental approach through the development process. • At one point, I had worked with up to twenty-five single family/mixed use projects working with the potential of over five thousand single family lots, several projects with over 5- Million square feet of business park, a substantial amount of commercial retail, and mixed-use projects. • I oversaw a land acquisition and real estate budget of 20 million dollars, for a new Town Center, negotiating purchasing of several sites including: Union Pacific Railroad…. being a multi-million-dollar partnership and development program renewal for downtown and over 65 parcels for utility and roadway improvements. • I have worked in the early stages of creating partnerships for a multi-million-dollar CIP for a regional airport.
