Cheyenne has nearly 20 years of experience managing change within organizations solving homelessness, affordable housing, poverty, and equity challenges. She provides strategic and technical consultation to a range of public, private, and nonprofit groups. Cheyenne recently served as Executive Director of the Coordinated Houseless Response Office, representing Deschutes County and the Cities of Bend, Redmond, La Pine, and Sisters, in Oregon. Prior to leading the Office, Cheyenne served as Executive Director of Tahoe Coalition for the Homeless (TCH). Under her leadership, TCH increased its real estate assets by $10m and introduced a regional strategy to end homelessness. TCH recently achieved ‘functional zero’ for Veteran homelessness and reduced unsheltered homelessness by nearly 80%. Emergency calls for service and avoidable hospitalizations declined more than 35% for individuals experiencing homelessness. Cheyenne also served as Chief Portfolio Officer for Community Housing Partnership (CHP), now HomeRise, a leading supportive housing provider in San Francisco. She repositioned CHP’s ~$200m real estate portfolio by resolving compliance, financial, and operational challenges. Before joining their executive team, Cheyenne served as CHP’s Strategic Initiatives Manager and implemented a range of improvement projects across the organization’s many programs. Throughout her career, Cheyenne has overseen operations at over 75 affordable and supportive housing projects, and supported 17 development projects including major rehabs and new construction. Her favorite project was the $100m renovation of Kelly Cullen Community, which created 172 units of supportive housing and a state-of-the-art public health clinic in the Tenderloin neighborhood of San Francisco. In addition to executive roles, Cheyenne leads Threshold Consulting which helps communities end homelessness by building public, private, and nonprofit partnerships. Past clients include: Abode Services, MidPen Housing, Santa Clara Housing Authority, Agency on Aging, County of Lake Behavioral Health, Sunrise Services, and Asian Neighborhood Design. Speaking engagements include: KQED Forum, Stanford University, Mills College, LinkedIn, Barton Health, Eden Housing, Red Cross, and Catholic Charities. Cheyenne proudly serves on the Board of Housing Consortium of the East Bay (HCEB), a thriving nonprofit providing housing and services to vulnerable people throughout the Bay Area.
