About Chris Doyle

An economist with considerable academic and consulting experience. I have provided advice to numerous clients for over 30 years on a wide range of matters including auction design and strategy, competition policy, economic regulation and business strategy. A PhD in game theory and industrial organisation (supervisor Kevin Roberts, Oxford). A number of seminal published papers on access pricing and sequential bargaining. Collaboration with leading economists including Mark Armstrong, Martin Cave, John Vickers and Sweder van Wijnbergen. Co-editor of CEPR series on Monitoring European Deregulation with Lars Hendrik-Roller. Recognised authority on spectrum management, communications regulation and competition policy. Co-authored leading a text on modern spectrum management with Martin Cave and William Webb, published by Cambridge University Press. Chair of the ITU's programme on 3G licensing in 2001, advising on policies for the issue of new licences. Experience at the highest level, including briefings for CEOs of major companies in telecommunications and for government ministers. Undertaken numerous public speaking engagements on a variety of topics and made media appearances on radio, TV (including BBC News, CNN, CNBC, etc.) and the press. In 2018 I was an economist at the regulator Ofcom in the UK advising on spectrum auctions. I have previously held university posts at Cambridge, London Business School, London School of Economics and Warwick and visiting posts at Charles University (Prague), INSEAD and Queen's University, Canada. In March 2022 I joined CEPA (Cambridge Economic Policy Associates) in London. I have been advising a number of clients matters ranging from private capital mobilisation to mobile sharing arrangements. In 2024 I was the lead author for a major World Bank project looking at leveraging private sector investment for digital public infrastructure projects.
