About Chris Holtkamp

I am a Planner whose experience and focus is on rural communities. I understand the unique challenges and opportunities facing small towns, and know how to help them leverage their limited resources for maximum benefit. What makes my work unique is the focus on implementation. I provide detailed work plans for all the recommendations included in their plan lan so my communities have a clear road map to make the plan a reality. My emphasis is on providing communities with goals that are achievable, but will provide real improvements in quality of life and economic vitality. Projects I have been involved with have led to direct, measurable benefits to the communities. As the Senior Planner with the Lower Colorado River Authority’s Community and Economic Development Department, I was responsible for leading the development of Comprehensive Plans for communities in our 58 county service territory. This involved creating a detailed budget, timeline, and supervising other employees who participate in plan development. Plans were tailored to the critical issues facing each community based on an involved citizen input process, but typically included demographic analysis, land use, economic development, housing, downtown revitalization, historic preservation, and community development. In addition to Comprehensive Plans, I have developed plans for the revitalization of historic structures to create a community center and tourism development. These plans include downtown revitalization components. I have also facilitated team-building and work plan development for groups ranging from the Texas Historical Commission Heritage Development Division to senior managers at the City of Seguin and Chambers of Commerce in cities across Central Texas.
