Chris is a telecommunications professional and former regulator with extensive experience in the telecommunications industry and a deep knowledge of its stakeholders, challenges and opportunities. He is currently based in Atlantic Canada. From 2021 to 2024 Chris served as the Senior Manager, Regional Delivery - Atlantic Canada for Rogers Communications. In 2025 Chris re-joined Rogers as the Senior Manager, Service Expansion - Atlantic Canada and Quebec. In 2015, Chris was appointed by the Federal Cabinet to serve as a Commissioner on the Canadian Radio-television and Telecommunications Commission (CRTC) representing the Atlantic Region and Nunavut. In this role, Chris was one of nine Commissioners charged with regulating Canada’s telecommunications and broadcasting industries. Chris was a panel member on every telecommunications public hearing held during his five-year term as a CRTC Commissioner, helping to shape landmark CRTC decisions defining broadband as a basic service and developing the $750 million Broadband Fund, modernizing Canada’s 911 framework to move toward next-generation 911, defending the principle of net neutrality, investigating aggressive sales practices, and updating Canada’s wireless code to provide greater protection for consumers. Prior to his appointment to the CRTC, Chris served for over 10 years as a sales executive and manager with Rogers Communications Inc, including as Senior Manager of Sales and Business Development for Atlantic Canada. In these roles, he managed relationships with the company’s large enterprise and public sector clients and with local telecommunications providers. From 2001 to 2005, Chris held various roles within the Office of the Premier of New Brunswick, including Executive Assistant to the Premier. An active supporter of youth and entrepreneurs, Chris is the Provincial Vice-Chair of Junior Achievement of New Brunswick, Board Member of Junior Achievement Fredericton and a member of the Board of Governors for the New Brunswick Business Hall of Fame. In 2020, Chris was appointed as a member of the University of New Brunswick’s Board of Governors. Chris is also a past director of Partners for Youth and the York Care Centre. Chris holds a BBA and an MBA from the University of New Brunswick and a University Certificate in Modern Telecoms from the University of Derby – Telecoms Academy in the United Kingdom.
