I am the coordinator of the Northern Region Juvenile Detention Alternatives Initiative (JDAI). I serve the counties of Roseau, Lake of the Woods, Kittson, Cass, Hubbard, Clearwater, Mahnomen, and Pennington.The role of the JDAI Coordinator and/or Co-Coordinator, is to complete a system wide analysis of the Counties Juvenile Justice Systems, make recommendations regarding system changes/improvements to the decision makers, conduct stakeholder consensus groups and produce and implement new youth policies, and practices and procedures.The new youth practices and procedures, produced by stakeholders reflect the work plan of involved counties, which is in sync with the Casey Foundation’s eight core strategies for system reform. These strategies are; data driven decision making, the creation of a collaborative system of consensus building and decision making, the creation and implementation of objective decision makingcriteria, the creation and enhancement of a continuum of detention alternatives, improved case processing, the improvement of conditions of confinement, the reduction of disproportionate minority confinement and an over-all reduction in the reliance on secure detention for probation violators including youth lodged on detention warrants, violators of conditions of release and low risk re-offending youth.
