About Ciara Staunton

I am an independent consultant and a legal academic with extensive international experience working in Europe and Africa. My expertise is on the legal and ethical issues in the field of biobanks, genomics, stem cells, health data, data protection and governance, scientific research, and public health. I am currently co-leading the ELSI Workpackage for Genome of Ireland, involved in the development of the legal and ethical framework for the return of individual participant data as part of the FACILITATE project, and a consultant to the development of the ELSI framework for the Nngwe project. I have extensive experience in enabling individuals and organizations to understand and comply with the legal and ethical requirements that must be met in their scientific research, delivery of care, and use of data in Europe, Africa, and other parts of the world. I have acted as a consultant to various governmental departments of health, NGOs, research organizations, and universities to provide legal opinions, develop localized policies and guidance that translates the law into on the ground guidance for particular organizations, and provide training.
