About Cindy Copeland

I have extensive experience in air quality and climate policy including state and federal regulation and legislation and local policies. My focus areas are on greenhouse gas reductions, ozone, particulates, air toxics, Clean Air Act, transportation, stationary sources, energy, renewables, and oil and gas. I lead local government coalitions in state-level regulatory proceedings before the Colorado Air Quality Control Commission, the Colorado Energy and Carbon Management Commission, the Colorado Public Utilities Commission, and the Colorado Transportation Commission. I lobby on behalf of Boulder County at the Colorado Legislature on climate, air quality, energy, clean energy, and environmental policies. I also represent Boulder County's air and climate priorities at the federal level. I'm active in Colorado Communities for Climate Action (CC4CA) on their policy and legislative committees. And I was a member of the Transportation Research Board's Air Quality and GHG Mitigation Committee and subcommittee chair before that committee was discontinued in June 2025. I began my career in EPA Region 8's Air Program where I earned the bronze medal award for the redesignation of the Denver PM10 nonattainment area to attainment with the approval of their maintenance plan. I have worked at the federal, state, local, and non-profit levels in air quality and climate policy and have gained valuable knowledge from those varied experiences. I've also worked with a number of interns over the years and really enjoy passing along the knowledge I've gained throughout the years. I'm passionate and dedicated to ensuring there is a livable climate for generations to come.
