About Cindy Glovinsky

Cindy is currently the Business Operations Manager for the Civilian State & Local Government Business Group for Perspecta, focusing on the day to day operations for the 2500+ employee organization which supports the IT portfolio of business spanning 42 states and 100+ contracts within many levels of government agencies. Cindy leads a team which interlocks with the business and functional organizations to support business performance management, labor demand and supply, contractor / supplier management, operational reporting, growth/pipeline support and business planning. In addition, Cindy leads and/or participates on several strategic initiatives in support of Perspecta’s goals, initiatives and integration objectives. Cindy has extensive business operations experience, both in leadership and individual performer capacity. Prior to her current role, Cindy managed business operations for the State & Local segment, Americas, Best Shore (international) organization, MegaDeal Integration, Midwest Region and Ohio Regional Solution Center. In these positions, she led and managed operations for matrixed teams across the US and globally, with major contributions in the areas of workforce management, including planning, sourcing, training, re-deployment and mitigation, contractor management, business and strategic planning, P&L management, real estate, cost / productivity improvement, corporate tool deployments, metrics and reporting, corporate and organization restructures and spin-offs and divestitures, and many special projects at all levels of the corporation. Prior to business operations, Cindy held several positions in the technology development arena, to include many application development and project / program management roles. Cindy’s career started with TRW in 1985, and then moved to Electronic Data Systems (EDS), in 1988. EDS transitioned through the yrs to Hewlett-Packard (HP), Hewlett-Packard Enterprise Services (HP ES), DXC Technology and Perspecta in 2018.
