About Cindy Smith

More than 35 years of experience in environmental consulting, primarily in siting and permitting major utility projects. Experience includes interdisciplinary environmental project management, resource inventory and impact assessment, mitigation planning, National Environmental Policy Act (NEPA), public participation, plans of development. She has managed projects ranging in size, complexity, and controversy—from regional, multi-state, multi-resource feasibility studies to area- or site-specific interdisciplinary analyses. Also has a strong understanding of federal land planning and associated laws, regulations, and policies. Diverse types of projects; however, focus has been associated the energy industry. Has designed and conducted numerous collaborative public participation programs tailored to the objectives and issues of each project. Has worked with federal, tribal, state, and local agencies; special interest groups; and has facilitated technical advisory and work groups. Has been involved in the preparation of more than 25 major NEPA documents, many of which were or are under her management. She has worked in most of the western states including Utah, Wyoming, Idaho, Oregon, Montana, Colorado, Arizona, Nevada, New Mexico, and California.
