About Cliff Moore

I provide technical expert witness support and senior consulting for the petrochemical, oil and gas, and energy sectors. I am a mechanical engineer (BS and MS) with over 30 years of expertise in operations, engineering, maintenance, reliability, projects, logistics and safety including 25 years with Dow Inc.(formerly The Dow Chemical Company). I have extensive technical knowledge in the operations, maintenance, inspection, repair and overhaul of rotating equipment (gas/steam turbines, compressors, and pumps), fired equipment (boilers, kilns, HRSGs), and fixed equipment (tanks, vessels, piping, and valves). I have worked in polyurethanes, polyethylene, power generation, wastewater, and truck/rail/barge/ship loading facilities. My project experience covers all phases including licensing, FEED design, detailed engineering, construction, pre-commissioning and commissioning globally with projects ranging from $60MM to over $600MM. I am a proven personal and process safety leader with “hands on” experience with OSHA regulations, HAZOPs, LOPAs, and personal safety programs. I am a recognized Root Cause Analysis facilitator and investigator for complicated, large scale events including fires, explosions, over-pressures, and major equipment failures across all disciplines. I am a certified Six Sigma Black Belt, qualified in Failure Modes and Effects Analysis, and holder of a U.S. Patent. I have been selected as a testifying expert and produced expert reports for international arbitrations and accident disputes and provided senior consulting and analysis for due diligence activities.
