Background
About Colm Otten
I lead strategic planning efforts on the Strategy and Performance team under the General Manager at Seattle City Light, where I coordinate key initiatives shaping the utility’s future, our Reliability Strategy, the 10-Year Strategic Plan, and a mayoral strategic coordination project. With over 15 years of sustainability experience spanning the energy and real estate sectors, I bring a systems-thinking approach to complex, interdisciplinary challenges. My background, grounded in MS degrees in Industrial Engineering and Sustainable Design, enables me to connect technical, operational, and policy perspectives to drive resilient, forward-looking strategies for sustainable infrastructure and community outcomes.
