I am a Hydrometeorologist with over 50 years of experience in river and flood forecasting, establishing Flash flood and flood early warning systems as well as water management forecasting in many countries Globally. I worked in two NOAA NWS River Forecast Centers for 10 years, Managed the NWS Flash Flood Program at the NWS headquarters for 8 years, and served as NOAA International Technology Transfer Manager establishing principally hydrologic and flood forecasting systems for over 20 countries. My last project established a Tsunami Warning System for the Indian Ocean countries. Following retirement from NOAA in 2009, I was a UCAR consultant for USAID, and an expert consultant for the World Bank for establishing and modernizing hydrologic forecasting systems, for 15 countries. I designed Flash Flood and Flood Early Warning Systems, as well as water management forecasting and decision support systems. In the past 5 years I have been providing hydrologic advice to both USAID and part a WMO team in establishing End to End integrated Flood (coastal & riverine) early warning systems for 14 countries as part of the UN effort to establish Multi Hazard Early Warnings for All for all countries in the next 5 years. This planning effort involves establishing a CONOPS and interOperable system for NMHSs forecasters.
