About Damien Echevin

I work with governments, international organizations, and health system stakeholders on the design, evaluation, and institutional implementation of public policies and programs. My work focuses on how evidence, incentives, and data systems shape real-world decisions — particularly in contexts where resources are constrained and trade-offs are unavoidable.Over the past 20 years, I have operated across public service, international development, academia, and entrepreneurship. My experience includes work at the French Treasury, the World Bank, and academic appointments in economics and public health.I have contributed to policy design and evaluation in more than 30 countries, in collaboration with the World Bank, the Inter-American Development Bank, UNICEF, national governments, and health organizations. My current research centers on health system incentives, poverty targeting, and geospatial impact evaluation — with a particular focus on populations exposed to economic and environmental shocks. This research feeds into operational decision systems. GeoImpact.ai develops spatial and AI-based platforms for SDG and poverty mapping, targeting, and impact evaluation. Apexmachina supports policy analytics, implementation strategy, and institutional adoption.
