Juris Doctor (JD), seasoned Certified Federal Contracts Manager (CFCM) and Sr Associate Subcontract Administrator. Provide cradle to grave full life cycle, strategic contracts/subcontracts administration leadership, advice, and in support of a $7.5B US Global Intelligence project; Draft and review of proposal responses, including RFP review and risk identification, negotiating and administering contracts with the US government and subcontracts with large and small business prime contractors across the breadth of contract types; Negotiate teaming, non-disclosure and subcontract agreements, and OCI and relationship development and management with the customers' acquisition team, Small Business Subcontracting Plans, Small Business considerations; Provide cost and price analysis consisting of more than fifty-nine team members and subcontractors; Identify and analyze significant, and/or unique contract requirements (e.g. DBA, OCONUS) special provisions, terms and conditions (including FAR and DFAR) to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure and communicates results effectively; Review complex solicitations and prepares specialized and/or non-routine response for proposals, bids, and contract modifications; Recognize and develop appropriate risk mitigation strategies, as needed in accordance with firm policies; Source selections; subcontracting plans and participation; Modular contracting, novations, Cost Accounting Standards and Requirements, sealed bid and negotiations, Provide legal input to the Defense Intelligence Agency Team re: pertinent statutes that include but not limited to Service Contract Act, Davis Bacon Act, Contract Work Hours and Safety Standards Act), Kickbacks statute etc. Current work and work history include supporting programs with NASA, FAA, DOD, OPM, USDA, NIH, DA, Homeland Security. Working knowledge of the FARS, DFARS, & UCC; source selections; administrator, negotiator and liaison in federal government contracting areas in global and national security, intelligence, defense, engineering, information technology, aerospace/avionics, construction, and military.
