About Daniel Levitt

A public health expert with over twenty-five years of experience in global health policy and large-scale program design, implementation, and evaluation, including strategic planning, management, business development, curriculum development, training, and establishment of impact-oriented coalitions of partners. Daniel has experience managing programs of up to $35 million annually covering a range of health and development issues from infectious diseases to primary healthcare, global health security, community advocacy, disaster preparedness, and livelihoods. Recently served as the Project Director for the USAID-funded Meeting Targets and Maintaining Epidemic Control (EpiC) project in Vietnam (FHI 360). Managed a team of 45 staff and a portfolio of diverse subprojects focusing on HIV, primary care, post-COVID health systems strengthening, trafficking in persons, global health security, and LGBTQI+ community strengthening on mental health. Previously served as the Senior Technical Advisor for HIV at CARE USA, including management of several integrated community-to-facility programs in Sub-Saharan Africa, and as a long-term technical and management consultant with FHI 360 in Asia, the Caribbean, and Sub-Saharan Africa where he helped establish USAID LINKAGES projects and developed and trained on global guidance and curricula/training packages. Served as Director for the President’s Emergency Plan for AIDS Relief (PEFPAR) and the Health Office at the United States Agency for International Development (USAID) in Vietnam from 2002-2007. Supervised a USAID PEPFAR team of ten and designed and managed a complex portfolio of grants to 35 non-governmental, multilateral, and government organizations. Co-led U.S.G. strategic planning for HIV with a focus on key populations and oversaw yearly Country Operational Plan (COP) development; represented USAID on all health-related issues; and managed USAID’s HIV and health-related assistance. Consultancies comprise a broad range of partners including AusAID, the Bill and Melinda Gates Foundation, PAHO, Path, PSI, UCSF, UNAIDS, UNODC, USAID, US CDC, and others.
