Overall responsibility for the delivery of large-scale, donor-funded technical assistance and works supervision contracts financed by the European Union, World Bank and other International Financial Institutions (ISPA, PHARE, POS, POIM, PNRR, Cohesion Fund) Strategic planning, implementation and monitoring of projects in compliance with EU regulations, financing agreements and contractual provisions (FIDIC Red and Yellow Book) Full accountability for project financial management, including budget formulation, cost control, cash-flow management, invoicing and financial reporting Leadership and coordination of multidisciplinary international teams of experts, consultants and subcontractors Acting as primary interface with Contracting Authorities, Beneficiaries, Supervising Engineers and Financing Institutions Proactive identification and mitigation of risks related to scope, schedule, budget and compliance Ensuring achievement of project objectives within approved timelines, budgets and quality standards
