About Danielle Winner

Through my role at the Minnesota Department of Commerce, I provide analysis and recommendations to the Minnesota Public Utilities Commission. As such, my work tends to be specific to rate-regulated electric and natural gas utilities in Minnesota. My current focus is in electric utility resource planning and modeling, although I am fairly continuously involved in a variety of energy issues such as utility cost recovery, rate design, reliability, and data access/privacy. My daily work involves thinking, reading, writing, modeling, data crunching, learning from coworkers and other energy analysts, and occasionally appearing in front of the Commission. Ideally, my colleagues and I strive to advocate for the truth while also representing the public interest by balancing the needs of ratepayers, utilities, our state's natural resources, and a variety of stakeholders.Prior to my work with the Department, my energy work was specific to residential/multifamily conservation program delivery and management. I also had a couple brief stints in clean energy advocacy and legislative research.
