Danl Loewen compte 30 ans d’expérience en tant que cadre et consultant au Canada et à l’étranger, dont 20 ans dans la fonction publique fédérale. Il travaille à l’École de la fonction publique du Canada depuis 2017, où il offre des activités et appuie la conception des programmes dans les domaines du perfectionnement en leadership, de l'innovation, de l'inclusion, des ressources humaines, de la gestion du changement, des communications stratégiques et de l’excellence du service. Prior to joining the public service, Danl worked in the telecommunications sector, served as a political staffer for 10 years at the House of Commons, sat on provincial advisory and quasi-judicial boards, advised a newly democratic African government, revitalized a local AIDS service organization, and led a culture-change initiative following fatal shootings at a local utility. At Health Canada and then Public Services and Procurement Canada (PSPC), he led service delivery worth millions of dollars to 100 federal departments and agencies to strengthen organizational effectiveness through human resource strategies, change management, learning and development, values and ethics, bilingualism and diversity, workplace well-being and psycho-social health. Following the 2011 Strategic Review, Danl led his group through workforce adjustment and advised senior management in dozens of departments on lessons learned. He later led departmental planning and service delivery for hundreds of staff affected by the 2012 Deficit Reduction Action Plan. Danl engaged a dozen PSPC business lines in resolving service gaps for 60 small departments and agencies, and then in aligning their services overall with the Treasury Board’s new Policy on Service and the updated Management Accountability Framework in Service Management.
