Dave has been trusted to manage complex legal issues before Federal, State and local regulators, including the United States Environmental Protection Agency, United States Department of Transportation, Federal Energy Regulatory Commission, United States Fish and Wildlife Service, U.S. Army Corps of Engineers and many others. Dave has negotiated compacts with the U.S. Speaker of the House, served as lead counsel in U.S. Department of Justice investigations, litigation and enforcement, successfully worked with Attorney General's offices and government counsel. Dave's skills have helped clients reach successful outcomes on projects large and small, including multi-billion dollar environmental matters to de minimis matters. Dave specializes in working with government regulators through, but is also a litigator who has been involved in some of the highest profile environmental matters such as interstate water disputes, Everglades restoration, derailments, water sewer and suits against and involving Federal and state agencies and departments. Dave has extensive experience with large infrastructure projects for energy, transportation, pipeline and dam/hydropower. Experience includes permitting and licensing power generation facilities, transportation corridors, liquid and natural gas pipelines, chemical factories, municipal water and sewer, power generation facilities. He has represented the nations largest water rights holders, and one of the largest water management districts in the United States. Dave teaches water law at top 20 law school Emory University School of Law where he has been adjunct professor for 23 years and was previously a clinical director.
