Background
About Dave Westergard
W. David Westergard is Senior Director of Licensing & Litigation at Micron Technology, Inc. In that capacity, he has led or played a major role in virtually every major IP litigation naming Micron as plaintiff or defendant since 1995. Since 2006, Mr. Westergard has been heavily involved in Micron’s merger and acquisition activity, and has played the leadership role in connection with IP licensing, technology transfer, joint development and industry collaboration deals ranging in value from tens of millions to multiple billions of dollars. Prior to joining Micron in 1995, Mr. Westergard worked for the firm Arnold, White & Durkee (now Winston & Strawn) in Houston where he was active in patent litigation on behalf of Fortune 100 companies. He is a past law clerk to Randall R. Rader, former chief judge of the Court of Appeals for the Federal Circuit, and graduated cum laude from the law school at Brigham Young University in 1988. Mr. Westergard has been an ardent enthusiast of sound, Constitutionally-informed, patent policy his entire career. He has spent the past fifteen years participating at all levels of the patent reform debate, testifying before Congressional committees and speaking as an invited speaker at thought-leadership symposia and other industry conferences. Mr. Westergard was appointed in September 2006 by Commerce Secretary Carolos M Gutierrez for a three-year term as a member of the Patent Public Advisory Committee. His legal expertise includes litigation in U.S. Federal courts and in foreign countries, public policy, contracts, licensing and acquisition, technology transfer, and merger & acquisition. Mr. Westergard became a Level One Reserve Deputy for the Ada County Sheriff’s Office in 2009, and spends between 300 and 400 hours per year working as a patrol deputy. He possesses all of the mandatory certifications and training requirements of a full-time deputy, and performs the obligations of a full-time patrol officer while on duty.
