David is the CEO of Tilia SAS (France) and a Board Member of Tilia Group GmbH (Germany), where he leads projects at the intersection of water, energy, and urban services. Through these roles, he supports cities, utilities, industries, investors, and real estate developers in transforming their operations and strategies. He also serves as COO of ACwater (Egypt), the water, wastewater and irrigation utility in Egypt’s New Administrative Capital under a 15-year partnership with the Urban Development Authority. David is a Board and Executive Committee member of Miahona (Saudi Arabia), a leading company specializing in the development, investment, and operation of water and wastewater infrastructure across the Kingdom of Saudi Arabia. David has recently delivered major strategic projects with national utilities across Europe and the United States, and has led asset optimization initiatives in the Middle East and Central Europe. Earlier in his career, he held senior management positions in water and energy utilities across multiple countries, working with both public and industrial clients on large-scale projects. In these positions he has driven change through the English, German and French languages. David combines broad, multi-level management expertise with a deep understanding of industry best practices. His strength lies in designing actionable strategies, aligning cross-functional teams, and fostering collaboration to achieve ambitious objectives.
