I have a track record and passion for innovating, managing and driving continuous improvement for a wide range of transportation, sustainability, environmental policy and program initiatives. I focus on strategies to achieve better outcomes for transportation projects, GHG emission reductions, asset resiliency, energy efficiency, and improved mobility. Leading and working in multi-disciplinary, collaborative teams and structures is where I thrive. I have initiated, crafted and implemented policy, plans and programs regarding sustainability, transportation emission reductions, adaptation to climate change, carbon sequestration, NEPA, CSS, and interagency coordination.Working for the FHWA in Headquarters and the EPA in two different regional offices I developed invaluable expertise into infrastrucutre project development, how to improve environmental outcomes with a variety of tools, and negotiated successful solutions to challenging issues. David is a nationally recognized expert in NEPA coordination and environmental review compliance and a leader in the field who has direct experience and a deep understanding of the best environmental compliance and sustainability practices. David has extensive project development experience with more than 150 projects comprising transit systems, highways, bridges, freight rails, and ports; from scoping to alternatives analysis, environmental impact assessment, mitigation delivery, sustianable solutions and climate mitigation strategies. As a result of his extensive experience, David offers proficient knowledge of multiple environmental programs and regulations, sustainability elements, as well as an integral knowledge of transportation planning, policies, and funding.He is a well connected industry recognized expert and frequently invited speaker at National and International transportation conferences on the topics of Sustainability and Climate Change.
