About David Carter

David Carter is an experienced management consultant with expertise in economic development, strategic communication, community engagement, organizational strategy, and large-scale project management. Prior to joining Emergent Method in May of 2022, David served as Director of Special Projects and External Relations at Louisiana Economic Development (LED) for more than six years. In this role, he led various special projects, including LED’s annual report, business plan, and value proposition to Louisiana’s business prospects. David was responsible for managing relationships with economic development organizations, the governor's office, elected officials, and other key stakeholders on behalf of the department. He was an advisor to executive staff on communication strategy, public and media affairs, and organizational effectiveness. In addition to his service at LED, David served as Communications Director for the Resilient Louisiana Commission. David is a Certified Louisiana Economic Developer and has a Bachelor’s in Communication Studies from the University of Nevada Las Vegas, a Master’s in Mass Communication from Louisiana State University, and a Master’s in Business Administration from Louisiana State University Shreveport.
