About David Cullen

David is a transformational senior executive leader with a passion for building strategic partnerships and capability to create safer, more secure communities. At CISO Lens, David works closely with the security executives from ASX100-listed firms and critical infrastructure providers to ensure they have a clear and trusted voice into government on the design and delivery of Australia’s cyber security policy, programs and services. With nearly two-decades of public sector experience, David is highly regarded for his executive leadership and skills in strategic management, stakeholder engagement, and program delivery. David was previously the Victorian Government Chief Information Security Officer, and has held specialist intelligence roles focused on transnational organised crime and national security. David led the creation of the Victorian Government Cyber Incident Response Service, and was the architect behind the Victorian Government Cyber Incident Management Framework. This includes developing the first statewide cyber incident and emergency management plans, which improved government responses to cyber threats. David is an Independent Member of the Victoria Police Audit and Risk Committee, and the Triple Zero Victoria Program Control Board. He is passionate about helping organisations improve performance and strategic risk management. David holds a Masters of Public Policy and Management. He was previously awarded the Resilient Australia Award for improving Victoria’s cyber security resilience.
